Draft 1 — District of Squamish

Subject: Existing records following June 2 Council request for Woodfibre LNG stack data

Dear Corporate Administration team,

I am developing a publicly understandable air-dispersion study of Woodfibre LNG flaring and would appreciate electronic copies of existing records following Council’s June 2, 2026 resolution, consent item 6.E.iii. The adopted minutes, pp. 3–4 direct a letter to BCER and Woodfibre LNG requesting stack parameters.

For June 2–September 5, 2026, please provide:

  1. The outgoing letter and its attachments, together with its dispatch date or covering email.
  2. Replies from BCER or Woodfibre LNG, including any technical tables, drawings, spreadsheets, modelling files or links supplied in response. Please include responsive records held by the District that were also shared directly with university researchers.
  3. Technical Working Group correspondence, meeting-record extracts or attachments specifically concerning this request, flare-source parameters or the provision of those parameters to researchers. The District’s July 21 project update identifies ongoing joint monthly Technical Working Group meetings.

The highest-priority attachments are those giving the source locations, stack/tip heights, exit dimensions and conditions, together with event-specific emissions, gas flow/composition and heat-release inputs from the same design revision and operating case, where held.

The May 12 committee recommendation, p. 6 includes exit temperature; the June 2 adopted list omits it. Please include any existing record explaining or correcting that difference and the actual list sent to the recipients.

The public monthly correspondence index currently ends at June 2026. If the requested records are already published separately, direct links would be welcome. If the package is large, please provide an existing document index or file list first so I can prioritize the technical attachments and avoid duplicate records. Native electronic files are preferred where available.

Please identify any requested category for which records are not held, have not been created, or cannot be released through routine access, and advise on the appropriate next route. Please consult me before undertaking chargeable work.

Thank you,

Draft 2 — BC Energy Regulator

Subject: Woodfibre LNG AD100105360 — current flare report and operational air-source records

Dear Records team,

I am seeking routine access to existing source records for an air-dispersion study of Woodfibre LNG, facility 00026917, Application Determination 100105360. The published facility permit includes an April 8, 2026 amendment; its retained conditions 21–23 concern the Flaring Management Report, and condition 14 references the Flare Basis of Design, Rev. A, October 31, 2016.

Please provide the latest applicable package held as of September 5, 2026:

  1. The Flaring Management Report submitted to the regulator’s satisfaction, including its appendices and supporting engineering files; filing/acceptance correspondence and any written exemption relevant to conditions 21–23. Please identify its revision and acceptance status. For this correspondence, use July 2, 2019–September 5, 2026, limited to the latest applicable package and decisions establishing its status.
  2. The current operational air-authorization application or issued authorization, if held, with its filing/permit identifier, source table, air-dispersion technical assessment, supporting input files and disposition. This request concerns Woodfibre LNG’s operational sources; please distinguish them from construction-effluent authorization PE111578 and the separate Fortis compressor-station application PA112277.
  3. The latest flare-design/source schedule supporting those records, including the referenced 2016 basis if still applicable, or its superseding version. Older attachments are included only where needed to interpret the current package.

Please prioritize a consistent set of geometry, emissions and heat inputs for the same source IDs, design revision and operating cases, covering:

An existing document index/file list first would be helpful if the package is large. Please retain native spreadsheets/model inputs where available and provide direct links for material already public. Electronic copies of existing records are sufficient.

For any missing category, please distinguish records not held, not yet created/filed, and records not releasable through routine access. Where available, please provide the record reference, current filing status, releasable portions and appropriate access route. Please consult me before undertaking chargeable work.

Thank you,
